This is a complete iron.
It includes the Weller/Ungar #7760 Handle and a #4033s - 1000` F Interchangeable Heater with integrated tip. These Irons are the best I have ever used. They reach soldering temperature in 60 seconds. They also keep their heat as you solder. No wasted time waiting for your iron to get hot or stay hot. They balance themselves so you don't have to search around for something to rest it on. They have a shorter tip than other irons getting you closer to your work, this is a real plus. Even though you are closer to your work, the handle and thus your hand don't get hot.
This is a great iron. If you need more heat I suggest the #33 heater and handle. 

Cooper Tools, the manufacture of Weller Irons, has recently purchased Ungar and as such the packaging will say Weller and Cooper Tools. This is still the Ungar Iron.
